Rules browser

The Rules tool ships the complete Magic Comprehensive Rules inside the app:

• Browse the hierarchy — sections → rule groups → individual rules — with cross-reference links; tapping a cited rule number peeks it in place, no navigation lost.
• The full glossary of game terms.
• Search across every rule.
• Works offline after the first online download; the cached rules version (dated) shows on screen, and the app refreshes the bundle automatically when Wizards publishes an update.
• Text size is adjustable from the ⋯ menu on any rules screen — five steps, remembered.
